What you need to know if you are staying in the Netherlands without Ukrainian citizenship

Have you fled Ukraine and had a temporary residence permit there? Then the temporary protection in the Netherlands ended for you on 4 March 2024. On 3 June 2025, the Minister decided that the right to a place in a reception centre ends on 4 September 2025. Read here what this means for you.

The highest Dutch court: 'no more right to temporary protection for people without Ukrainian citizenship'

On 17 January 2024, the highest Dutch court, the

Council of State (RvS)
, ruled that temporary protection for people without Ukrainian citizenship will end after 4 March 2024. This ruling applied to anyone who had a temporary residence permit in Ukraine, for example for work or study.

As some courts disagreed with this ruling, the Council of State and the District Court of Amsterdam asked the European court for a ruling. The Minister of Asylum and Migration decided not to do anything until there was a ruling from the European court and the Council of State. That meant that the

TPD
for this group of people was frozen, so they were entitled to the benefits of the TPD until there was a ruling from the European court and the Council of State.

Following the ruling of the European court, the Council of State ruled on 23 April 2025 that the government had indeed been allowed to end the temporary protection on 4 March 2024. This means that since 4 March 2024, this group is no longer entitled to temporary protection.

No right to temporary protection in the Netherlands for people without Ukrainian citizenship from 4 September 2025

In a letter dated 3 June 2025, the Minister of Asylum and Migration announced that the freeze on temporary protection will end on 4 September 2025, for people fled from Ukraine without Ukrainian citizenship. These people are entitled to a place in a reception centre until 4 September 2025.
